Alain Houpert, born in Dijon on August 13, 1957, is a radiologist and has been a senator for the Les Républicains party since 2008. A member of the Association des Amis de l'Azerbaïdjan and chairman of the France-Azerbaijan friendship group in the French Senate, he is one of the pillars of pro-Azerbaijan lobbying in French institutions.

Active since 2017 in the service of Azerbaijan in France, he will be particularly visible in 2018 by visiting Baku or congratulating the Azerbaijani dictator, Ilham Aliyev, on his “re-election”.

The following year, he welcomed him to Paris, accompanied by Gérard Larcher, President of the French Senate, and Christian Cambon, Chairman of the French Foreign Affairs, Defense and Armed Forces Committee, where “fruitful exchanges” were highlighted.



On November 24, 2020, at a hearing with the then Azerbaijani ambassador, Rahman Mustafayev, Alain Houpert declared that he had already visited Azerbaijan twice, and echoed the propaganda of the Aliyev regime, emphasizing the supposed historical ties between France and Azerbaijan, and Azerbaijan's “tolerance”, before denouncing Armenia's role in Artsakh. Later, on October 30, 2020, he called on France to be impartial towards the war in Artsakh.


Alain Houpert is an essential cog in the export of Aliyev regime propaganda to France, and continues his lobbying work to this day. As recently as July 2023, Soltan Mammadov, chairman of the working group on interparliamentary relations between Azerbaijan and France, wrote a letter to Alain Houpert denouncing Gérard Larcher's statements demanding an end to Azerbaijan's blockade of the Lachin corridor.

Azerbaijan uses all available means and relays to silence its wars and crimes.
