Jean Perrin was the first French ambassador to be sent to Azerbaijan, between 1992 and 1996.

He lived through the First Artsakh War on the Azerbaijani side, as well as the accession to power of Heydar Aliyev (father of current Azerbaijani dictator Ilham Aliyev), whom he met in Nakhichevan - where Perrin had gone to deliver humanitarian aid to the Azerbaijanis - even before his appointment as ambassador. He seems to have a boundless admiration for him, calling him the Azerbaijani “father of the nation” and “a providential man in many ways”.


According to another pro-Azerbaijani lobbyist, Jean-François Mancel, it was Jean Perrin who created the Association des Amis de l'Azerbaïdjan, today the central structure of Azerbaijani lobbying in France.

He is a regular visitor to the Azerbaijani embassy in France (more than 7 times between May 2022 and May 2023!), where he attends and speaks on numerous occasions, “to remember Heydar Aliyev”.

In other statements, he declares that with the 44-Day War, "the conflict [in Artsakh] has been resolved. Today, Azerbaijan is experiencing a period of consolidation of victory".

Even today, despite his advanced age, he continues to lobby on behalf of Azerbaijan.
