Hedva Ser, born in Israel on September 20, 1948, is a Franco-Israeli painter and member of the board of the Association des Amis de l'Azerbaïdjan.

She has been a fervent and outspoken lobbyist for the Aliyev regime for several decades. Hedva Ser is an all the more important asset for the dictatorship's communication as she was named Chevalier de la Légion d'Honneur and Officier des Arts et des Lettres in 2001 under President Jacques Chirac, UNESCO Goodwill Ambassador in 2017 and UNESCO Special Envoy for Cultural Diplomacy. Hedva Ser is therefore an integral part of Azerbaijan's policy of appropriating Armenian heritage, both in the field and in the diplomatic arena.


In May 2015, she organized an exhibition in Baku and appeared alongside Mehriban Aliyeva, wife of Ilham Aliyev.


She also rubs shoulders with the circles of the Azerbaijani embassy in France, notably the pro-Aliyev Azerbaijani businesswoman Ayten Mirozyeva.

Between 2022 and 2023, she attended more than 8 events organized by representatives of the Azerbaijani dictatorship in France.

Even today, Hedva Ser promotes Ilham Aliyev's dictatorship, extolling the regime's policy of “tolerance” at conferences such as the one organized in June 2022 on “interreligious and intercultural dialogues” in Vienna by the Azerbaijani Embassy in Austria.

Azerbaijan uses all available means and relays to silence its wars and crimes.
