Hedva Ser, born in Israel on September 20, 1948, is a Franco-Israeli painter and member of the board of the Association des Amis de l'Azerbaïdjan.

She has been a fervent and outspoken lobbyist for the Aliyev regime for several decades. Hedva Ser is an all the more important asset for the dictatorship's communication as she was named Chevalier de la Légion d'Honneur and Officier des Arts et des Lettres in 2001 under President Jacques Chirac, UNESCO Goodwill Ambassador in 2017 and UNESCO Special Envoy for Cultural Diplomacy.
